Health Safety and Environment Officer at Norfin Offshore

Norfin Offshore is seeking a competent and experienced HSE Officer to support their marine and offshore operations. The ideal candidate will have strong knowledge of Health, Safety & Environmental regulations and practical experience within the marine / vessel environment.

Responsibilities:

Ensure full compliance with HSE policies, procedures, and regulatory requirements
Implement and monitor HSE management systems in line with ISO 45001, ISO 14001, OSHA, NEBOSH, and local regulations
Conduct risk assessments and hazard identification (JSA, HAZID, HAZOP)
Carry out incident investigations, root cause analysis, and recommend corrective and preventive actions
Prepare and submit HSE reports, records, and documentation
Coordinate and oversee Permit to Work (PTW) systems
Develop and implement emergency response plans (fire, spill, evacuation, first aid, rescue procedures)
Conduct regular HSE inspections, audits, and toolbox talks
Promote a strong safety culture across all operations
Liaise with management, crew, contractors, and regulatory bodies on HSE matters

Requirements

Bachelor’s Degree or Diploma in Maritime Management, Safety Management, Environmental Science, or a related discipline
Minimum of 2 years HSE experience within marine, vessel, offshore, or oil & gas operations
Professional HSE certifications such as NEBOSH, OSHA, ISO Lead Auditor (added advantage)
Strong knowledge of marine and vessel HSE requirements
Hands-on experience with risk assessment tools and PTW systems
Excellent reporting, communication, and documentation skills
Ability to work independently and under operational pressure
Strong attention to detail and commitment to safety compliance
