What is the government planning to do?
They want to reduce migration to the UK and make it harder for people to move or settle in the UK. These are all the Q&A’s that the government responded to regarding the white paper. They are saying that the reason for this immigration plan is to reduce net migration and make it harder for people to move or settle in the UK, but also to make it easier for a few highly qualified skilled migrants to be able to come into the UK as well.
In as much as they want to keep some people out, they want to also make UK a destination country to attract highly skilled migrants. The white paper suggests eight main changes. Let go through the changes one after the other and all the Q&A’s and the government response to those questions:
Fewer jobs will qualify for skilled worker visa
At the time of this post, employers in the UK can bring workers from other countries for certain jobs, but soon, jobs that is only medium skill like care workers or retail supervisor might no longer be allowed unless the immigration advisory committee says it’s okay. The migration advisory committee (MAC) are the one that advise UK government on immigration, when it needs to be changed, any other thing.
Work Visa for foreign care workers
Before now, UK care homes can easily hire workers from other countries. Under the new plan, which is not official yet, it may stop completely. There may be no more work visa for foreign care workers. Below are more:

The government may introduce a fee or a levy on any money the UK university earn from international students. This might make it harder or more expensive for universities in the UK to take foreign students.
- Stricter rules for universities who sponsor student visa
Universities will need to follow tougher rules. If they want to keep their license to sponsor foreign students in the UK, if they break the rules, they may lose their license.
- Graduate visa time may be cut short
At the time of this post, international students can stay in the UK for up to two years after they finish their degree. The new plan is to reduce this to 18 months
- Stricter English language requirements
People who come to the UK for work already taking English tests. The new plan is to make those tests harder. Also require the partners or spouses of those on work visa to know basic English language before joining them in the UK.
- Settlement
This is the most important one, which is like the trendy one. Indefinite leave to remain may take 10 years, instead of five. At the moment, most people can apply to settle in the UK after five years of living and working there. The new proposal is to make them with 10 years instead. But some people may be allowed to apply earlier, if they have made strong contribution to the UK’s economy and society meet future requirements, which the government have not shared yet. This is called an end settlement system.

The UK government wants to make it easier for highly skilled individuals to be able to come into the UK. There is a proposal that increases immigration for very highly skilled people.

If you’re on a three or five year pathway to settlement in the UK, you might still have to wait 10 years instead, unless you are very close to qualifying before the rule changes.
Some exceptions though, partners of British citizens can still settle after five years. Victims of domestic abuse are not affected by the 10-year rules as well. EU citizens under the EU settlement scheme still qualify after five years, as agreed on the Brexit deal.
